Establishing clear ownership of the climate agenda within government is an important first step to driving the shift to a low-carbon economy. Without a clear mandate assigned to a particular team, policymaking progress and the energy transition can be slowed by cross-department disagreements and uncertainty over decision making. However, the energy transition will require economy-wide efforts. Therefore, when devising new policies, the owner of the climate agenda should consult other departments to gather sector-specific input and build intragovernment support.
