Emissions Performance Standards: European Union
Phase out internal combustion engine vehicles sales through performance-, weight- and usage-based penalties, Tighten fuel economy standards for passenger and commercial road vehicles
In addition to demand-side policies, like the purchase incentives outlined in Pillar 1: Transport, many mature EV markets have implemented supply-side mandates targeting automakers. For instance, fuel economy thresholds have accelerated automakers’ scale-up of electric vehicle manufacturing and sales. Yet to remain a decarbonization driver, fuel economy or tailpipe CO2 emissions standards should be tightened for passenger and commercial vehicles and stretch further in time than current rules. Policymakers should not show leniency for non-compliance.
